1st Russells Hall Scout Group

1st Russells Hall Scout Group

1RHH Scout Group operates under the governance of the Dudley District Trustee Board, which fulfils all functions of a Group Trustee Board as defined in POR Chapter 5c. All finances, accounts, governance responsibilities, compliance duties, and charity obligations relating to 1RHH are managed as part of the District’s governance structure. This arrangement is fully compliant with POR and ensures safe, legal, and transparent operation of the Group.

Governance Statement for 1RHH Scout Group

Status of 1RHH Scout Group

1RHH is a recognised Scout Group operating within Dudley District Scouts. In accordance with the Policy, Organisation and Rules (POR), every Scout Group must have a Group Trustee Board responsible for its governance, finances, compliance, and charity obligations (POR 5c.1.3.1) .

However, due to the structure and operational arrangements of 1RHH, the Dudley District Trustee Board fulfils the role of the Group Trustee Board for 1RHH. This means:

  • The District Trustee Board acts as the charity trustees for all governance matters relating to 1RHH.
  • All financial management, reporting, reserves, insurance, and compliance responsibilities required of a Group Trustee Board under POR 5c.1.5 are carried out by the District Trustee Board on behalf of 1RHH .
  • The Group’s governance is therefore treated as an extension of the District’s governance, ensuring full compliance with POR and charity law.

Why This Arrangement Is Permitted

POR states that a Group Trustee Board is responsible for governance whether or not the Group is a charity in law (POR 5c.1.3.1) and that governance must be delivered safely, legally, and transparently (POR 5c.1.5.1) .

POR also allows District Trustee Boards to take on additional responsibilities where appropriate, particularly in cases where Groups cannot reasonably operate their own Trustee Board. This mirrors the arrangements described for Districts supporting Groups in POR 5c.2.5.6, where District Chairs and Treasurers create governance support networks across Groups .

The arrangement for 1RHH is therefore compliant with POR and ensures:

  • Proper oversight
  • Financial transparency
  • Appropriate safeguarding and safety governance
  • Compliance with charity regulations
  • Continuity of leadership and accountability

Financial and Administrative Integration

Because the District Trustee Board acts as the Group Trustee Board:

  • 1RHH’s accounts are incorporated into the District’s accounts, and reported as part of the District Trustees’ Annual Report (POR 5c.2.5.4) .
  • All assets, equipment, reserves, and liabilities of 1RHH fall under the District’s financial management and insurance responsibilities.
  • Any sub‑teams or working groups supporting 1RHH operate under the District Trustee Board’s authority (POR 5c.2.5.5) .

Group Scout Council

1RHH may still convene a Group Scout Council for the purposes of:

  • Receiving reports on the Group’s activities
  • Supporting youth involvement
  • Approving community members if required

However, appointments normally made by a Group Scout Council (Chair, Treasurer, Trustees) are not required, as these roles are fulfilled by the District Trustee Board.

Annual General Meeting

At the District AGM:

  • The District Trustee Board is appointed in accordance with POR 5c.2.4.3.
  • The District Trustees’ Annual Report and Accounts include all governance and financial matters relating to 1RHH.

This satisfies the POR requirement that each Group’s governance and accounts must be reviewed annually (POR 5c.1.4.3) .
