Dudley District 14‑24 Team Formalises Hardship Support Policy for Explorers

Dudley District Scouts has taken an important step to ensure every young person can fully participate in Scouting by formally adopting a District Hardship Support Policy for the Explorer section. The policy by the 14‑24 Team, provides a clear, confidential and consistent framework for supporting Explorers who may be experiencing financial difficulty.

The new policy reinforces the district’s commitment to the Scout Association’s Equal Opportunities Policy and ensures that financial barriers do not prevent young people from accessing camps, events, uniform, or membership subscriptions.

What the Policy Provides

The Hardship Fund offers financial support to Explorer Scouts under 18 for:

• Membership subscriptions
• Events and camps
• Uniform purchases

Support is available up to £100 per event and £300 per calendar year, with larger requests considered on a case‑by‑case basis. The policy also outlines that applications must be made before an event or payment deadline, ensuring support can be allocated fairly and transparently.

Clear Eligibility and Confidentiality

To qualify, applicants must provide evidence of financial hardship, such as eligibility for Free School Meals, Universal Credit, Income Support, Housing Benefit, or other recognised support schemes.

All applications are handled with strict confidentiality. Information is shared only between the Explorer Section Leader and one member of the 14‑24 Team — typically the Team Lead — ensuring sensitive details are protected at every stage.

A Simple, Supportive Application Process

Families can apply using the district’s Hardship Support Application Form, which asks for basic details, the amount requested, and a short explanation of circumstances. The Section Leader then discusses the request with the 14‑24 Team, considering both eligibility and the young person’s engagement with Scouting.

Once a decision is made, the applicant is informed of the award amount, and a record is kept securely for governance purposes. Only the total annual figure is shared with the District Finance Team, ensuring privacy while allowing the district to monitor and adjust the fund as needed.
